The Council shall have right to order a meter owned and controlled by the City to be applied to any service pipe, wherever they deem it advisable, and collect meter rates for water. Meter rates shall be payable at the end of every month or at such periods as may be determined by the Council. The amount of water used will determine the amount to be paid each month.
