A street stopcock shall be attached to service pipe of the outer edge of the sidewalk and even with the surface thereof, where there is a sidewalk, and if there is none, then at such point in the street or alley as the Superintendent may direct, and must be enclosed with a substantial iron box, provided with a strong iron or brass covering. No person shall be allowed to put in hydrants, sprinklers or private fireplugs without a stopcock under the control of the City. (Ch. 79, 1-1-1922)
