Persons using water must place and keep their service pipes and all fixtures required in good repair, and protected from frost, at their own expense, and prevent all wastage of water. No consumer shall supply water to other families nor suffer them to take it off the premises; hydrants, taps, hoses, water closets, baths or other fixtures will not be permitted to be kept running when not in use.
