After completing the connection of service pipe with City water main, the plumber shall leave the street stopcock tightly closed and the cover of the stopcock shut and fastened, and it shall not be opened again until the Superintendent shall so direct. The water will not be turned into any house or service pipe, except upon the order of the Superintendent, nor until the applicant shall have paid the rent due for the current term. Plumbers are strictly prohibited from turning the water into any service pipe except for testing the pipes. (Ch. 79, 1-1-1922)
