8-4-16: TAPPING WATER MAINS:
   A.   Rules And Regulations: In tapping water mains the following rules and regulations must be followed:
      1.   The street must be opened and the excavated material deposited in a manner which will occasion the least inconvenience to the public, and provide for the passage of water along the gutters. One-half (1/2) of the street must be in good and safe condition at all times for the passage of vehicles.
      2.   No tunneling will be permitted except when the exigencies of the case require such a permit.
      3.   No excavation in any street or public place shall be left open over night, except thoroughly barricaded or railed off, and properly lighted so as to secure public safety.
      4.   If any openings be made for any purpose whatsoever, and water mains and service pipes exposed, measures must be taken to protect them from frost.
      5.   Any refusal to permit such inspection, or any interference with the Utilities Superintendent or his or her designee in the performance of his or her duty, shall be immediately followed by a suspension or forfeiture of the license or permit. (Ord. 200, 5-19-1948; amd. 1998 Code)
      6.   Any plumber who shall be guilty of a violation of any of the rules adopted by the Council, may be liable to have his or her permit revoked, or subjected to penalty as provided in Section 1-4-1 of this Code. (Ord. 425, 7-25-1972; amd. 1998 Code)
      7.   For any misrepresentation or omission in the statement of the work done or appurtenances set, through which there may be water used, the plumber, if at fault, may be suspended and fined, or either; and if it appears to be wilful, his or her permit may be revoked.
      8.   Plumbers shall make a report (return) on all work done by them. Upon the face or back of the copy of the original permit issued for such work in the office of the Utilities Superintendent, they shall note the number of the "Ys" used in making a sewer connection or if no "Y" was used, said connection shall be located by measuring the distance therefrom to the center of the nearest manhole on the main sewer that was tapped. The location of manhole and distance shall be carefully indicated.
   B.   Information Relative To Installation Indicated: All new taps, stopcocks, and shut-off boxes installed on water service lines shall be witnessed in to two (2) or more permanent objects in close proximity to said installation. Sketch showing location, objects used as witnesses together with careful measurements shall be made on the back of the copy of the original permit issued for such work in the office of the Utilities Superintendent. All other information relative to such installation, either sewer or water connections, that will aid in locating said connections shall be indicated. (Ord. 425, 7-24-1972)
