The area of pavement to be removed, and the time estimated to be consumed for any proposed work shall be determined by the Utilities Superintendent or someone designated by him or her; but if the Utilities Superintendent shall require it, a larger area shall be relaid, and the expense of relaying and inspection, whether it be greater or less than the estimate made, shall be the amount to be paid for.
