A. Sewer Pipes; Sewer Connection: The work of laying, relaying or repairing any sewer pipe, or making any sewer connection with any main sewer for any private person within the limits of any street, avenue, alley or public ground in the city shall be done under the direction of the utilities superintendent, or some person under his or her direction. Every person doing such work shall do the same according to the direction of the utilities superintendent or said person under said utilities superintendent's direction.
B. Water Pipes; Water Connection: The work of relaying, laying, or repairing any water pipe or making any connection with any water main, for any private person within the limits of any street, avenue, alley or public ground in the city, shall be done under the direction of the utilities superintendent, or under the direction of some other person under the directions of said utilities superintendent.
