Every person desiring a supply of water must make an application therefor to the Utilities Superintendent in such form as may be prescribed by the Council for that purpose. The application must state fully and truly all the uses to which the water is to be applied. No different or additional use shall be allowed, except by permission obtained from said Superintendent. Not more than one house or consumer shall be supplied by one tap, except by special permission from the Superintendent. (Ch. 79, 1-1-1922)
