No person other than an authorized officer of the City or an employee in the Office of the Utilities Superintendent of the City shall tap or make any perforation or opening of any kind in any sewer, water main, or any public or private sewer drain, or any public or private service pipe, within the boundaries of any street, avenue, alley or public ground without first having obtained a license therefor as provided by the Council.
