8-2-4: CHARGES MAY BE COLLECTED IN CIVIL ACTION:
Any utility charges which have been properly billed to the occupant of any premises served, and not paid, may be recovered in a civil action by the city in any court of competent jurisdiction. (Ord. 426, 7-24-1972)
