The term “utility charges” as used in this chapter shall include:
A. Service charges for the removal and disposal of garbage and rubbish;
B. Water charges, including disconnect and reconnect fees, and charges for closing cuts in streets following work by plumber;
C. Sewage service charges, including charges for closing cuts in street following work by plumber; and
D. Delinquency charges.
E. Street lighting charge.
