7-7-4: LANDSCAPING, PLANTING:

The City Manager may employ, for such time as it shall deem necessary, a person skilled in landscape gardening to carry on improvements in said cemetery. Planting of trees, shrubs, flowers or other plants, by lot owners, shall be subject to the approval of the City Manager, and in harmony with their plan. (Ch. 1)
