The owner of every lot, or part of a lot, within the limits of the city fronting or abutting upon any street, avenue or public ground upon which there is, or hereafter may be constructed a sidewalk, shall keep and maintain such sidewalk in a good and substantial state of repair, and in a condition for safe and convenient travel.
