6-2-2: CERTAIN VEHICLES AND PARKING RESTRICTED:
   A.   Vehicles On City Residential Streets:
      1.   Vehicle Capacity Over One Ton: Except where necessary for loading and unloading or for construction or other temporary work, no person shall park or cause to remain on any street or highway within any residential area of the city any truck- tractor, trailer or any other vehicle with a capacity of more than one ton, or any commercially licensed truck or trailer during the hours of six o'clock (6:00) P.M. to six o'clock (6:00) A.M. or for a period exceeding eight (8) hours in any twenty four (24) hour period.
      2.   Trailers: No trailer of any kind, not attached to a vehicle, or any attached vehicle and trailer exceeding thirty feet (30') in total length, may remain on any city street or highway within any residential area during the hours of six o'clock (6:00) P.M. to six o'clock (6:00) A.M. or for a period exceeding eight (8) hours in any twenty four (24) hour period.
      3.   Motor Homes: No motor home or recreational vehicle exceeding thirty feet (30') in length or six feet (6') wide, may remain on any city street or highway within any residential area during the hours of six o'clock (6:00) P.M. to six o'clock (6:00) A.M. or for a period exceeding eight (8) hours in any twenty four (24) hour period.       4.   Boat And Trailer: No boat and trailer of any kind not attached to a vehicle, or any boat and trailer attached to a vehicle exceeding thirty feet (30') in total length, may remain on any city street or highway within any residential area during the hours of six o'clock (6:00) P.M. to six o'clock (6:00) A.M. or for a period exceeding eight (8) hours in any twenty four (24) hour period.       5.   Exceptions: This section shall not apply to: a) any motor vehicle being used by a public utility, moving company or similar company while it is actually being used to service a residence not belonging to or occupied by the operator of the vehicle; b) any motor vehicle used in conjunction with an authorized construction site during a period that construction is actually taking place, including nonworking hours and holidays; c) vehicles in the process of loading or delivering to a residence not belonging to or occupied by the operator of the vehicle.
In no case may subsections A5a and A5c of this section remain in place over forty eight (48) hours without the owner obtaining a right of way permit from the city. The city has the right to deny or limit the use of these permits. Subsection A5b of this section may remain in place from sunrise Monday to sunset Friday so long as there is substantial active construction during that time. In all events the city's winter parking rules supersede these exceptions. (Ord. 938, 9-8-2015)
   B.   Commercial Vehicles On Residentially Zoned Private Property: One commercial vehicle and one commercial trailer, may be parked at the owner's or operator's residence, on private property, in an approved off street parking area as provided in section 11-13-20 of this code. Additional commercial vehicles or trailers are allowed in a permitted, fully enclosed garage or similar permanent structure.
   C.   Other Uses Of City Streets: No city street, highway, park or publicly owned land or right of way may be used to store any materials, equipment or any other item without a right of way permit from the city. The city has the right to deny or limit the use of these permits. (Ord. 930, 9-15-2014)
