The provisions of the above entitled traffic act so far as it relates to the operation and condition of bicycles shall apply to the operation and condition of bicycles within the city and no person shall use or ride a bicycle upon any highway, street, alley, sidewalk or other public property within the city unless the bicycle is registered with the state as provided in Minnesota statutes section 168C.13; provided, that it shall not be a violation of this section to use or ride a bicycle within the city if, prior to March 1, 1977, the bicycle was registered with the city and at the time of the use or riding of the bicycle the license tag issued by the city is attached to the bicycle.
