A. Enforcement Agency: The Housing and Redevelopment Authority in and for the City (hereinafter referred to as "HRA") is designated as the enforcement agency for this Chapter and shall have the power to receive, hear and determine complaints as provided herein.
B. Investigate Violations; Exercise Criminal Or Civil Procedures: The HRA shall promptly investigate, upon complaint or upon its own motion, any violations of this Chapter. If after investigation, it shall have reason to believe a violation has occurred, it may refer the matter to the City Attorney for criminal prosecution, initiate civil enforcement procedures as herein provided, or enter into a settlement agreement which, when approved by the HRA, shall have the same force as an HRA order.
