4-3-1: NUISANCES DECLARED:
The following tree diseases are hereby declared to be public nuisances wherever they may be found within the city:
   A.   Infected Living Or Standing Tree: Any living or standing elm tree or part thereof infected with Dutch elm disease (ceratocystis Ulmi), or which harbors any of the elm bark beetles (scolytus multistriatus or hylurgopinus Rufipes) and any living or standing ash tree or part thereof infected to any degree with the insect emerald ash borer (Agrilus planipennis).
   B.   Infected Tree Refuse Containing Bark: Any dead elm or diseased ash tree or part thereof, including logs, branches, stumps, firewood or other elm or ash material from which the bark has not been removed and destroyed.
   C.   Other: Any other living or standing tree or part thereof infected with any disease or source thereof which is contagious and fatal to other trees, as well as parts thereof, including logs, branches, stumps, firewood or other material from which the bark has not been removed and destroyed.
