No person except a licensed garbage and rubbish collector or the municipal garbage and rubbish collector shall deposit any garbage or rubbish upon any dumping ground, owned, used or controlled by the city, unless such person has obtained a dumping permit from the city or has paid a dumping fee. The council shall by resolution fix the annual fee to be paid for a dumping permit and the fee to be paid for dumping by those not having such permit. (Ch. 178, 2-20-1946)
