All income from the operation of the municipal garbage and rubbish collection system, and all license fees from independent licensed collectors and haulers of rubbish and refuse shall be kept and maintained in a fund known and designated as the refuse fund. All expenses of operation shall be paid from such fund and any net revenue shall be used for the improvement and extension of the garbage and refuse disposal system. In the event that the revenues credited to such fund shall not be sufficient for the maintenance and operation of the system, the council is authorized to transfer additional funds for such purpose from the general fund.
