4-2-4: RECEPTACLE REQUIREMENTS:
Every owner or occupant or persons in control or in possession of any residence shall provide at that person's own expense, put and keep on the grounds, back yard or other rear or side part of the lot appurtenant to any such building and in a convenient place, a plastic garbage bag with a capacity of not more than thirty three (33) gallons or, a garbage can, weighted, and with a tight cover, of the capacity of not more than thirty two (32) gallons, and with handles on the side; which container shall be kept clean; and every person shall deposit or cause to be deposited in such can or bag all garbage which shall accrue on their premises or on premises in their control or possession and shall deposit in said can or receptacle the same drained of water or other fluid, said garbage to be bagged or wrapped in paper in parcels and shall keep said container covered. Each dwelling unit for which a residence charge is made for collections shall be permitted to have one such can or plastic garbage bag for garbage and rubbish without additional charge. Such cans may exceed the capacity of thirty two (32) gallons if the person uses containers provided by the collector. On the days scheduled for garbage and rubbish collection from residences, the containers shall be placed for collection at the curb or alley line as may be directed by the collector. After collection has been made, empty containers shall be removed from the boulevards or front yards of the residences and it shall be unlawful for any person to permit a container to remain on a boulevard or in a front yard for more than twenty four (24) hours after it has been emptied.
