A. Council Authority: There is hereby established a Municipal garbage and rubbish collection system, and the Council is hereby empowered to engage and employ a garbage and rubbish collector, and furnish such helpers and tools and equipment as may be necessary to accomplish the collection and disposal of garbage and rubbish in an efficient and sanitary manner.
B. Service By City Or By Contract: Such services may be provided directly by the City or through private persons under a contract with the City. Garbage and rubbish collection services shall be provided to all residences, commercial and industrial establishments and institutions within the City and charges shall be made for such services as provided herein.
