In the case of an existing limiting restriction that cannot be realistically removed, the allowable release rate from any 1 detention basin shall be in direct proportion to the ratio of its drainage area to the drainage area of the entire watershed upstream of the limiting restriction. The total runoff shall not exceed the capacity of the restriction and each development shall be responsible for its proportionate share of the storage requirement.
