§ 71.57 IMPLEMENTATION.
   (A)   Conflicts and severability. The provisions of this subchapter are intended to be supplemental to the laws of the State of Indiana, and to the extent that they may conflict with said laws, the laws of the State of Indiana shall control and take precedent over this subchapter. Should any provision of this subchapter be found by a court to be invalid, the remainder of the subchapter shall remain in full force and effect.
   (B)   Construction. All terms of this subchapter, unless defined or otherwise apparent from the context in which they are used, shall be construed in terms of their plain and ordinary meaning. Masculine terms shall be construed so as to include the feminine and singular terms shall include the plural.
   (C)   Repeal and effective date. All ordinances and parts of ordinances in conflict with this subchapter are hereby repealed and this subchapter shall be effective upon publication as by law required.
