§ 71.51 DEFINITIONS.
   For the purpose of this chapter the following definitions shall apply unless the context clearly indicates or requires a different meaning:   
   DRIVER’S LICENSE. A license valid for the operation of a motor vehicle on public roads and highways in the State of Indiana, whether issued by Indiana or another state.
   FINANCIAL RESPONSIBILITY. Liability insurance coverage on a golf cart in an amount not less than required by Indiana law for motor vehicles operated on public highways in the State of Indiana.
   GOLF CART. A four wheeled motor vehicle originally and specifically designed and intended to transport one or more individuals and/or golf clubs for the purpose of playing the game of golf on a golf course.
   HIGHWAY or STREET. The entire width between the boundary lines of every publicly maintained way when any part of the way is open to the use of the public for purposes of vehicular travel in Indiana. The term includes an alley in a city or town. This does not include public rights-of-way under the jurisdiction of the State of Indiana and the Indiana Department of Transportation ("INDOT") as well as public rights-of-way outside of the corporate boundaries of the town.
   RECREATIONAL OFF ROAD VEHICLE. A motorized off-highway vehicle that:
      (1)   Is 64" or less in width;
      (2)   Is designed for travel on at least four tires;
      (3)   Is designed for recreational use by one or more individuals;
      (4)   Has a non-straddle seat or saddle;
      (5)   Has a steering wheel for steering control;
      (6)   Is not a lawn mower; or
      (7)   Has been manufactured from the factory set of headlights, tail lights, and brake lights.
   ROADWAY. That part of a highway improved, designed, or ordinarily used for vehicular traffic under the jurisdiction of the Town of Monrovia.
   The terms HIGHWAY, STREET, ALLEY, ROAD and ROADWAY shall be used interchangeably for the purposes of this subchapter and the intent of any such reference shall simply be to a public right-of-way within the boundaries of the Town of Monrovia that is used for vehicular travel by the public.
