(a) No house trailer shall be used as a place of residence or as an accommodation for overnight guests, unless such house trailer is situated by itself on a plot of ground twenty feet from each lot line and structure. Each such house trailer must be separately connected directly to the Municipal electrical system, the Municipal water system and the Municipal sewer system.
(b) No house trailer shall be connected to the Municipal utilities until a utility deposit is made with the Clerk-Treasurer, in accordance with the rates established for such deposit.
