1319.04 DEMOLITION PERMIT REQUIRED.
   (a)   No person, firm or corporation shall commence to demolish a building, or part thereof, without first having obtained a permit from the Village Administrator of the Village of Monroeville.
   (b)   A person may obtain a permit to demolish his own building or part thereof if the following conditions are met:
      (1)   That the structure to be demolished was previously used as a residential dwelling, garage and/or storage shed.
      (2)   That the person can demonstrate to the Village Administrator that (s)he has the proficiency, knowledge and equipment to be able to safely perform said work.
      (3)   A written explanation describing the proposed work and other additional information as deemed necessary by the Village Administrator is presented.
      (4)   The applicant signs an agreement stating all standards as set forth in Section 1319.06 shall be met.
   (c)   Any person, firm or corporation hired as a contractor or subcontractor may obtain a permit to demolish a building or part thereof, if the following conditions are met:
      (1)   All licensing requirements applicable under Section 1319.03 have satisfied.
      (2)    A written explanation describing the proposed work, and other additional information as deemed necessary by the Village Administrator is presented.
      (3)    The applicant signs an agreement stating that all standards shall be complied with as set forth in Section 1319.06.
      (4)   If deemed necessary by the Village Administrator, a pre-job conference may be required. The Village Administrator shall determine the parties who shall participate in such conference. Such parties may include, but are not limited to, the applicant contractor, subcontractor, Police Department, and Utility Departments of the Village of Monroeville.
   (d)   A demolition permit applicant may appeal the decision of the Village Administrator in writing to the Village Council.
      (1)   Such appeal must be submitted in writing to the Clerk of Council within ten (10) days of receipt of the Village Administrator’s denial.
      (2)   Village Council may override the Village Administrator’s denial with a two-thirds vote of all Council members.
   (e)   The decision of Village Council may be appealed as provided by Chapter 2506 of the Ohio Revised Code.
