1119.04 FINAL PLAT.
   A final plat shall consist of the following items:

   (a)    Submission. The subdivider shall submit the required number of copies of the final plat to the Municipal Engineer no later than seven working days prior to the next meeting of the Planning Commission.
   (b)    Action by the Municipal Engineer. The Municipal Engineer shall review the final plat for conformance with the preliminary plat and all other requirements specified by the Subdivision Regulations and if the plat is found to meet such requirements, shall approve the plat and recommend its approval by the Planning Commission.
   (c)    Action by the Planning Commission. Within thirty days after receipt of the final plat, the Planning Commission shall approve the plat. The subdivider shall accompany such submission with evidence that all improvements have been completed to the satisfaction of the Municipal Engineer or shall post a bond for 100 percent of the cost of such improvements, pending the completion thereof.
   (d)    Recording. The Planning Commission shall notify the subdivider by mail within five working days after the date of approval. The subdivider is then required to record the plat with the County Recorder within ninety days. If such recording is not made within ninety days, the approval will become void and reapplication must be made.
   (e)    Copies Filed. After recording, the subdivider shall file with the Municipality two copies of the recorded plat in addition to a reproducible tracing on cloth or equally durable substitute of the final plat.
   (f)    Time Limitation. If the final plat is not approved within thirty days from the date of submission, the provisions of Ohio R.C. 711.09 shall apply.
   (g)    Final Plat Map Specifications. The final plat map shall be drawn to a scale of not more than 100 feet to the inch in India ink on tracing cloth or equally durable substitutes and shall contain the following data and information.
      (1)    Name of subdivision, location by section, town, range, township, County and State, scale, northpoint, acreage.
      (2)    Names of owner or owners of record, the subdivider, registered surveyor who prepared the plat, location and ownership of adjoining property.
      (3)    Certification by a surveyor or engineer registered in the State of Ohio, that the plan represents a survey made by him and that all monuments shown thereon actually exist and their locations, size and material are correctly shown.
      (4)    Statement dedicating land offered for public use or property to be reserved for the common use of property owners, along with identification and measurement thereof.
      (5)    Protective covenants and restrictions.
      (6)    Statement of approval by the Municipal Engineer and a statement of acceptance by the Planning Commission and, if the plat is within the three-mile area, a statement of acceptance by the County Commissioners of Huron County, Ohio.
      (7)    Statement of acknowledgment by the owner or owners of his or their adoption of the plat and dedication of streets and other public areas.
      (8)    A certificate of a notary public and evidence of title from an attorney at law.
      (9)    If a zoning change is involved, certification by the Planning Commission that such change has been approved.
      (10)    The boundary lines of the area being subdivided with accurate dimensions and bearings. The exterior boundary, when computed from field measurements on the ground, shall close to an error of not more than one in ten thousand (1:10,000) before balancing survey.
      (11)    The plat boundaries shall be tied to existing monuments, street lines, section corners or other survey lines, by bearings and distances and shall be accurately described or located on the plat.
      (12)    A known reference point and any corporation, section, township or county lines crossing or immediately adjacent thereto.
      (13)    The location of all proposed or existing monuments and bench marks within the plat or immediately adjacent to the plat.
      (14)    The platting detail shall be as follows:
         A.    All bearings and angles shall be to the nearest second and all distances to one-hundredth of a foot.
         B.    Street and other right-of-way lines, both within and adjacent to the plat, their names, bearings and widths, including widths along the line of any obliquely intersecting street, lot or tract boundary line.
         C.    Street intersection corners shall have the radius, central angle, arc length and tangent given.
         D.    Curve data including the radius, arc length, central angle and chord shall be given for each lot or parcel.
      (15)    All lot lines with the necessary distances and bearings, all linear dimensions and angular measurements and a numbering system identifying each lot.
      (16)    Building setback lines with dimensions.
      (17)    Plan and profile of all streets, storm and sanitary sewer lines.
      (18)    Plan of all water and electric lines.
      (19)    Measurement and identification of areas reserved for schools, parks or common use.
