1119.01 GENERAL REQUIREMENTS.
   (a)    Consultation. The subdivider or his engineer shall consult with the Planning Commission while the plan is still in sketch form and before the preliminary plat is prepared to acquaint himself with Municipal ordinances, planned projects and performance bond and contract requirements.
   (b)    Approval. No plat of any subdivision shall be recorded with the County or have any validity until approved in the manner prescribed in this chapter.
   (c)    Prohibitions. No person, firm, corporation or other legal entity proposing to make or having made a subdivision within the territorial limits of these Subdivision Regulations shall make any contract for the sale of, or shall offer to sell such subdivision or any part thereof, or proceed with any construction work on the proposed subdivision, including grading, which may affect the arrangement of streets, until the Planning Commission gives tentative approval of the proposed subdivision.
   (d)    Permits. No permits required for any work in connection with any subdivision shall be issued until the plat has been approved and recorded as prescribed in these Regulations. House numbers shall be assigned by the Municipality, and shall be placed on each unit in a conspicuous location acceptable to the Post Office.
   (e)    Improvements. The Municipality shall withhold all public improvements, including the maintenance of streets and the furnishing of sewage facilities, electric service and water service, from all subdivisions which have not been approved and from all areas dedicated to the public which have not been accepted by the Village Engineer.
   (f)    Inspection Costs. The subdivider shall reimburse the Municipality for the costs to the Municipality involved in inspection and checking by Municipal personnel or personnel hired by the Municipality of water, electric and sewer installations and street construction.
   (g)   Fees for Filing Subdivision Plat. Shall be established by the permit and fee schedule as determined from time to time by Council.
