(a) A Recreation Board is hereby established. Such Board shall consist of five members who shall be appointed and shall serve such term as provided for in Ohio R.C. 755.14.
(b) Members of the Recreation Board shall serve without pay.
(c) Vacancies on the Recreation Board, occurring otherwise than by expiration of term, shall be for the unexpired term and shall be filled in the same manner as originally appointed.
(d) The members of the Recreation Board shall elect their own Chairman and Secretary, select all other necessary officers to serve for a period of one year and may employ such other persons as are needed. Such Board may adopt the rules and regulations for the conduct of all business within its jurisdiction.
