(a) No person shall operate a motor vehicle in and upon any Municipal park at a speed greater or less than is reasonable and proper, having due regard to the traffic, surface and any other conditions then existing. No person shall drive any motor vehicle in and upon such parks at a greater speed than will permit him to bring it to a stop within the assured clear distance ahead.
(b) It shall be prima-facie unlawful to operate a motor vehicle at a speed in excess of fifteen miles per hour on such public grounds.
(c) Every operator of a vehicle shall bring his vehicle to a stop at the Municipal park exits before entering onto streets adjacent thereto.
(d) The Street Commissioner is hereby directed to erect appropriate stop signs and speed limits in accordance with this section.
