The Village Administrator shall make and recommend to Council such rules and regulations as he or she deems necessary for the enforcement of this chapter, for the proper determination and collection of the rates and charges, and for the safe, efficient and economical management and protection of the system. Such rules and regulations, when not repugnant to existing ordinances of the Municipality or laws of the State of Ohio shall have the same force and effect as ordinances of Council.
