(a) No person, firm or corporation shall open, repair, tap into, or change any sewer line without first obtaining a permit.
(b) Any owner, agent, lessee, tenant or occupant of any commercial, industrial or residential lot or land located within or outside the Village, who applies for permission to connect onto the municipal sanitary sewerage system utility of the Village, shall pay a tap-in fee of one hundred dollars ($100.00).
