If the charge is not paid within sixty days after it is due and payable, it is hereby made a lien upon the premises charged therewith, and it shall be certified to the County Auditor, who shall place such charges on the tax duplicate, with all interest and penalties allowed by law, and such charges shall be collected as all other Municipal taxes are collected. The Municipality shall also have the right, in event of nonpayment, to discontinue service to such premises until such unpaid sewer charges have been fully paid.
