731.01 DRILLING PREREQUISITES.
   No person or firm shall drill any well for gas and/or oil within the Municipality until the operator or his authorized representative has complied with the requirements herein, as approved by a letter of consent, issued by Council:
   (a)    A fee of two hundred dollars ($200.00) shall be paid to the Clerk-Treasurer at the time an affidavit of compliance is filed with Council. Such fee shall be for the purpose of defraying the expenses of administration and enforcement of the regulations concerning drilling for oil and/or gas within the Municipality.
   (b)    A surety bond shall be filed with Council, with liability on the bond conditioned upon compliance with this chapter until time of completion, plugging or abandonment of such well or wells. The bond shall be in the amount of two thousand dollars ($2,000) for each well.
   (c)    Proof of liability insurance shall be filed with Council in the amount of at least three hundred thousand dollars ($300,000) pertaining to the well or wells. Such coverage shall be to the satisfaction of legal counsel.
   (d)    The drilling preparation used in wells drilled with rotary equipment shall be capable of sealing off oil, gas, brine or fresh water stratum of both the producing horizon or objective formation, and capable of preventing "blow-outs" and flows of salt or fresh water in accordance with good oil field practice.
   (e)    Wells drilled with cable tools shall have the innermost string of casing equipped with a high-pressure master gate valve and control head and oil saver and securely anchored by concrete or other means, before drilling into any formation known likely to contain oil or gas. Wells drilled with rotary tools shall have the innermost string of casing equipped with a blow-out preventer properly installed and tested before drilling into any formation likely to contain oil or gas.
   (g)    Crews in operation shall be trained in operation of the blow-out preventer, control head and related equipment. All equipment shall be in good condition.
   (h)    Sufficient surface casing shall be run to reach a depth below all domestic fresh water levels.
(i)    Upon completion of any oil and/or gas well, the drilling site shall be cleared of all debris.
   (j)    A plat map showing location of well site and distance between well site and adjacent buildings shall be furnished Council at the time an affidavit of compliance is filed.
   (k)   An affidavit of compliance meeting all the terms of this chapter shall be filed with Council.
