(a) Appointment of Members. There is created within the Police Department an auxiliary police unit, the members of which shall be appointed by the Mayor with approval of Council.
(b) Term of Service. Auxiliary police officers shall serve so long as the Mayor may direct or until a resignation submitted by any member shall be accepted by the Mayor.

(c) Command of Unit. The Chief of Police shall be the commanding officer of the auxiliary police unit and shall have control of the assignment, training, stationing and the direction of work of such unit. The auxiliary police unit will have all police powers, but shall perform only such police duties as assigned by the Chief of Police and shall act only when in the prescribed uniform or portion of uniform. The Chief of Police shall prescribe the time and place such uniform and/or portion thereof shall be worn. Such auxiliary members shall obey the chain of command of the Police Department and shall take orders from all regularly appointed police officers.
(d) Membership.
(1) The auxiliary police unit shall consist of not more than ten volunteers. Any American citizen who lives within a thirty-mile radius of the Municipality, has a home telephone where he can be reached, has attained the age of eighteen and is a person of good character and standing in the Municipality is eligible for membership in the auxiliary police.
(2) All applications for membership must be accompanied by a fee of five dollars ($5.00). Two dollars ($2.00) of such fee shall be used to cover the cost of the investigation of the applicant and three dollars ($3.00) shall be for the first year's dues. If the applicant is rejected the first year's dues shall be returned to him.
(3) All new auxiliary police officers shall be on probation for one year from the date of acceptance of membership.
(4) Any member leaving the auxiliary police unit before eight years of service must turn in any articles issued to him while a member. All uniforms shall be returned in good condition.
(e) Meetings.
(1) All meetings shall be held on the third Monday of the month, except when meetings coincide with a holiday.
(2) Any member who does not actively participate in auxiliary police unit activities for a period of three consecutive months shall receive a letter of inquiry from the Investigating Committee.
(3) Any member who does not attend at least eight meetings in any one year may not hold office in the auxiliary police unit.
(4) All members must participate in at least thirty percent of all auxiliary police duties per year.
(5) At least six members shall be present to constitute a quorum.
(f) Officers.
(1) Officers of the auxiliary police unit shall consist of a President, Vice- President and Secretary-Treasurer. Each such officer shall be elected at the first meeting in December by secret ballot. The installation of officers shall be conducted at the first meeting in January.
(2) Nominations of officers shall be held at the first meeting in November. Members must be present to be nominated, unless written permission is given to the nominating party. At least two persons shall be nominated for each office.
(3) The officer in charge shall call and preside at all regular and special meetings, shall decide all points of issue at such meetings and shall carry out the rules of the auxiliary police unit to the best of his ability.
(4) Failure on the part of any elected officer to attend four consecutive meetings without good cause shall be grounds for his removal from office upon a vote of the majority of the members present.
(5) In the event of the removal of an officer for cause or by death or resignation, there shall be an election at the next meeting to fill such vacancy for the unexpired term of office.
(g) Investigating Committee. The President of the auxiliary police unit, upon receiving a written complaint on any member of the auxiliary, shall meet with the Investigating Committee to decide what action should be taken.
