521.12 STORAGE OF INOPERATIVE, DISMANTLED OR UNLICENSED VEHICLES.
   (a)   It shall be illegal and a nuisance for any person to store or permit to be stored on any lot or premises any dismantled, inoperative or unlicensed motor vehicle not obscured from public view by adequate and approved fencing for a period in excess of fourteen days.
   (b)   An inoperative motor vehicle is hereby defined as a motor vehicle which due to the lack or failure or the engine, transmission or other mechanical part results in the vehicle being not useable for the safe transportation of persons.
   (c)   The Monroeville Police Department is hereby authorized to serve written notice upon property owners or persons in possession of any such lot or premises upon which the inoperative, dismantled and/or unlicensed motor vehicles are stored.
   (d)   Adequacy of any fencing shall be determined by the Monroeville Building Inspector.
   (e)   Whoever violates this section is guilty of a minor misdemeanor on a first offense. On each subsequent violation such person shall be guilty of a misdemeanor of the fourth degree. Each day of continued violation shall constitute a separate offense.
