351.14 REPORTING PARKING VIOLATIONS.
   (a)   Police officers shall report parking violations as follows:
      (1)   The location of the vehicle in violation of the parking regulations;
      (2)   The state license number of such vehicle; and
      (3)   Any other facts or information necessary for a thorough understanding of the circumstances attending such violations.
   (b)   Each police officer shall attach to such vehicle a notice to the owner or operator thereof that such vehicle has been parked in violation of the parking regulations, and instructing such owner or operator to report at the Traffic Violations Bureau, Municipal Police Station, to answer thereto within seventy-two hours from the time when such notice was attached to such vehicle.
   (c)   Police officers shall not report parking violations as criminal arrests, for purpose of State or local records.
