Notwithstanding any other provision of the traffic code ordinances of the Village of Monroeville, the Village hereby adopts an automated traffic enforcement program utilizing automated photo-monitoring devices to record violations as outlined in this Chapter. This automated traffic enforcement program is a mechanism by which the registered owner of a vehicle may be civilly liable for failure of an operator thereof to comply with the posted speed limit in school zones or streets or highways within the Village of Monroeville and for disobeying traffic control devises. The imposition of a civil penalty under this section shall not be deemed a conviction for any purpose and shall not be made part of the operating record of any person upon whom the liability is imposed.
