377.03 OPERATION OF GOLF CARTS.
   (a)   While operating a golf cart on the streets within the Village, any owner or operator shall comply with any and all laws pertaining to motor vehicles including, without limitation, safety requirements and insurance requirements.
   (b)   While a golf cart is being operated on the streets of the Village, it shall at all times be in compliance with the requirements of the Underspeed Vehicle Inspection Sheet.
   (c)   No person shall operate a golf cart upon any street in the Village where the posted speed limit is greater than 35 miles per hour.
   (d)   No person shall operate a golf cart upon that portion of U.S. Route 20 located within the Village limits.
   (e)   For safety purposes the operator of a golf cart shall cross U.S. Route 20 only at intersections where a traffic light is located.
   (f)   Lap belts shall be properly installed and available with respect to each seating position located on a golf cart. There shall be no more than two seating positions in any row of seating on a golf cart. All persons shall wear lap belts while operating or riding in a moving golf cart on a public roadway.
   (g)   The driver of any golf cart shall be responsible for ensuring that all passengers are in compliance with any child restraint laws in effect for motor vehicles.
   (h)   No persons under the age of seventeen shall operate a golf cart on the public streets of the Village.
   (i)   Any golf cart approved for operation on the streets of the Village shall have no less than four wheels.
   (j)   No golf cart shall be operated on any sidewalk, except to cross the sidewalk.
