These Rules and Regulations shall be established by the Village's Storm Water Director. The Director may make such bylaws and regulations as deemed necessary for the safe, economical, and efficient management and protection of the Storm Water Utility. Such bylaws and regulations, when not repugnant to municipal ordinances, resolutions or to the constitution of this State, and federal regulations shall have the same validity as ordinances.
