In the case of an officially declared emergency such as a wind storm, ice storm, or other disaster, the requirements of this chapter shall be waived so that the restrictions imposed by this chapter will in no way hinder public and/or private work to restore order in the Village. The existence of a declared emergency shall not relieve the requirements of performing tree work in accordance with the approved practices of the National Arborist Association, ANSI A300.
