(b) Prior to the submittal of plans for review, a deposit shall be made by the applicant with the Clerk-Treasurer in the amount stated above. Said amount shall be used to cover the costs associated with the review of the preliminary plat, final plat or improvement plans by the Village Engineer, Solicitor or any other agency or official, who in the opinion of the Planning Commission, should be given the opportunity to review.
(c) At the completion of any single residential, commercial or industrial lot development and prior to the issuance of the occupancy permit, an as built plan shall be submitted bearing the stamp of a certified Engineer.
