An inspector shall be appointed by Council for the purpose of making inspections of all new installations or changes to old installations and of all installations located within the fire limits with the exception of residence buildings. All violations of the National Electrical Code shall be reported to the Mayor or some suitable person appointed by the Mayor or Council. The inspector is authorized to detect existing violations of such code when conducting inspections pursuant to this section and shall notify such property owner recommending that the violation be rectified.
