(A) Any franchise granted under this chapter is subject to the provisions of the Constitution and laws of the United States, the state, and the ordinances and Charter of the city.
(B) Any action or suit pertaining to rights and obligations arising from this chapter or any franchise or permit granted pursuant to this chapter shall be filed in the circuit court of the county.
