For the purpose of this subchapter the following definition shall apply unless the context clearly indicates or requires a different meaning.
TRANSIENT MERCHANTS AND PEDDLERS. Include all persons, both as principal and agent, who shall engage in, do or transact any temporary or transient business in the city, selling goods, wares, food, or merchandise, (collectively called products) and who, for the purpose of carrying on such business, exhibit or sell such products.
SPECIAL EVENTS DISTRICT. An area set aside by the City Manager from time to time on the public streets and sidewalks for functions which attract large numbers of people to a relatively small area resulting in congestion and often including the temporary closing of streets to vehicular traffic thereby creating the need for stricter regulations and allocation of space to insure the public health and safety. Examples of functions which could be conducted in a Special Events District are markets, festivals, and similar events.
