It shall be unlawful for any person to tear, deface, mutilate, take down or in any manner injure or destroy any advertisement or legal, public or private notice posted for public view. This section shall not be construed to prohibit such action on the part of the owner of the property upon which such advertisement or notice is posted or the removal by the public safety officers of unauthorized advertise-ments or notices.
