   Parking on the following streets shall be prohibited during the specified times.
   (A)   Parking prohibited 8:00 a.m. to 4:00 p.m. Parking shall be prohibited between the hours of 8:00 a.m. and 4:00 p.m. on any day except Sundays and public holidays within the district or upon any of the streets as follows:
