§ 57.01 DEFINITIONS.
   For the purposes of this chapter, the following words and phrases shall have the meanings respectively ascribed to them by this section:
   APPLICATION. The form provided by the City and completed by the design engineer and applicant indicating the pertinent information regarding the proposed construction of water or sewer facilities. It includes all required associated documents.
   CITY. The City of Monroe, North Carolina.
   CITY MANAGER. The City of Monroe Manager or the City Manager's designee.
   CITY SEWER SYSTEM. The portion of the facilities owned by the City which are used to collect and carry wastewater to a City-owned treatment plant but does not include the plant.
   CITY WATER DISTRIBUTION SYSTEM. The portion of the facilities owned by the City which are used to distribute water.
   COMMISSION. The North Carolina Environmental Management Commission.
   DENR. The North Carolina Department of Environment and Natural Resources.
   DESIGN ENGINEER. The engineer responsible for preparing the plans and specifications for the water or sewer activity or certifying completion of the activity in substantial accordance with the approved plans and/or permit; such engineer must be licensed to practice in North Carolina.
   DOCUMENTS. Include writings, drawings, graphs, charts, photographs, phono-records, and other data compilations from which information can be obtained, translated if necessary through detection devices into reasonably usable form.
   PERMIT. The written document issued by the City pursuant to this chapter describing the specific approved construction activity allowed, conditions that shall be adhered to and providing for the operation of the facilities upon acceptance by the City. A permit issued pursuant to this chapter.
   PERSON. Includes individuals, firms, partnerships, associations, institutions, businesses, limited liability companies, joint ventures, corporations, municipalities, and other political subs, and governmental agencies, or other entity.
   PRIVATE MAIN. An extension serving one (1) or more recorded parcel to be owned and maintained by customer.
   REQUIRED FEE. The fees levied by the City for construction inspection or permit application review.
   SEWER SYSTEM. Has the meaning stated in G.S. § 143-213(15), as amended from time to time.
   STOP WORK ORDER. An order issued by the Water Resource Director to cease and desist further construction or alteration of water distribution or sewer collection facilities because of the violation or the risk of immediate violation of the provisions of this chapter.
   WATER RESOURCES DIRECTOR. The Water Resources Director for the City of Monroe or the Water Resources Director's designee. If the position of Water Resources Director is vacant, the City Manager shall promptly designate an individual to act temporarily as Water Resources Director for purposes of this chapter.
   WATER DISTRIBUTION SYSTEM. The water distribution system is defined as the network of pipes, valves, hydrants, and related appurtenances but does not include pumps, storage tanks, treatment devices, wells, or other facilities.
   UTILITY SERVICE AREA. The area described in G.S. § 143-215.1(f) and G.S. § 130A-317(d) as the "service area" for a municipality.
