§ 51.32 USE OF CEMETERY.
   (A)   (1)   No person shall be interred or disinterred in the city cemeteries without lawful authority and the permission of the City. Only one adult vault/casket burial or up to two cremains/infant burials are permitted per grave space. Each cremains/infant burial is limited to one half of the grave space. Columbariums for private use shall be limited to one grave plot in size 4 feet by 10 feet and 5 feet in height and shall provide a minimum of four feet of open space on the access side(s) of the columbarium. Open space may be provided by acquiring adjacent vacant grave spaces. Niches shall be restricted to family members.
      (2)   Vertical columbariums shall be free standing with capstones of granite, limestone, slate, or cast stone. Opening side of Columbarium shall have cast bronze face with rear and side construction of granite, limestone, slate, cast stone, or similar materials. Horizontal columbariums may have brick sides with a cast bronze face. Only low maintenance materials which provide a pleasing appearance are allowed for columbarium construction with wood, cinder blocks, stucco applied finishes and other similar materialsprohibited. The design and material selection is subject to the approval of the appropriate City staff.
   (B)   It shall be unlawful for any person to trespass upon private cemetery lots or to go across cemeteries or cemeteries lots belonging to the city, between 9:00 p.m. and 6.00 a.m. the next morning, except for the purpose of burials, attending funerals, or for other governmentally authorized cemetery business or maintenance.
   (C)   All pets must be on a leash and owners of pets must clean up after their pets.
   (D)   All funeral arrangements must be made during regular office hours. To guarantee a weekend burial, funeral arrangements must be made by noon on the Friday prior to the burial. All graves shall be dug under the supervision of a duly authorized agent or employee of the city. All grave space charges and other charges shall be imposed according to a cemetery fee schedule established by the City Council, which schedule is set out in the City Customer Service Policy Manual.
