(A)   The Chief of Police, or his or her designee, shall maintain a wrecker rotation list within the city composed of those businesses with a valid city auto towing/wrecking privilege license as provided by the city Tax Office and in good standing pursuant this chapter.
   (B)   It is the policy of the city to use the wrecker/tow service requested by the owner or person in apparent control of a motor vehicle to be towed.  If no such request is made or the owner is not present, the wrecker rotation list shall be used to determine which wrecker service will receive the call by notifying the next wrecker service on the list.
   (C)   All wrecker services on the rotation list must be on call 24 hours.  If a wrecker is not available when called, service will be skipped and logged as "not available," and the next in line on the rotation list will be called.  No substitute wrecker will be allowed.
